Consultation on the Councils Annual Performance Improvement Objectives 2017-2018

Under the Local Government Act (NI) 2014, councils must put arrangements in place to secure continuous improvement when carrying out their functions.

This means that each financial year we are required to set objectives for improving how we carry out our functions and to put in place arrangements to achieve these objectives.

The draft performance improvement objectives for 2017-2018 have been developed to align with the draft Programme for Government, draft Borough Community Plan, and our corporate priorities as set out in our Corporate Plan (2015-2017): Prosper the Place; Serve the People; Strengthen our Position.

They have also been influenced by other regional and local strategies and areas identified by council departments which are a focus for improvement over the period 2017-2018.

Consultation on the draft objectives is a necessary part of the development of our annual Performance Improvement Plan for the year ahead.

We want to make sure that our performance improvement objectives are being developed in consultation with  

  • Elected Members;
  • Employees;
  • Residents;
  • Local businesses;
  • Statutory community planning partners and other statutory partners;
  • Other bodies and other stakeholders with which collaborative working is taking place or is being planned

Draft Community Plan and Equality Impact Assessment

Community Planning is all about shaping our borough.

The community plan sets out the future direction of the Armagh City, Banbridge and Craigavon Borough, this document will shape the areas in which you live, work and visit for the next 15 years.

The council and its partners are committed to ongoing community consultation and engagement and we want to hear from you. Over the last few months we have had conversations with key partners, local people, businesses and communities and together have drafted our vision, strategic themes and long term outcomes.

We are committed to promoting equality and improving quality of life for everyone and have therefore, conducted a full Equality Impact Assessment (EQIA) on our plan which we will consult on alongside our draft community plan.

Public Consultation on draft statement of Community Involvement in Planning

As part of its responsibilities for planning, Armagh City, Banbridge and Craigavon Borough Council has developed a draft Statement of Community Involvement (SCI) which is now out for consultation.

In preparing the draft SCI, the Council recognises that public engagement and consultation are essential elements in the carrying out of its duties. It seeks to work with and involve local groups, businesses and individuals as much as possible in shaping the borough’s planned development and to ensure that everyone has an early and informed opportunity to express their views on planning issues and proposals. It also guarantees that we empower all groups in our community to participate in the preparation of the Council’s Local Development Plan and its decision-making processes. The draft SCI enables all citizens and interested parties to influence the decisions being made by getting involved.

The draft SCI sets out who, how and when the Council will engage with the local community and stakeholders in exercising our planning functions. It covers how we will engage:

  • at the different stages in the preparation of our Local Development Plan (LDP)
  • at the pre-application stage for planning applications
  • during the processing of planning applications
  • at Planning Committee Stage
  • after a planning decision has been made
  • in relation to planning enforcement
  • in the preparation of supplementary planning guidance
  • in the process of designating or amending conservation areas
  • in the process of designating a Simplified Planning Zone (SPZ).

The draft SCI outlines how you can access information on development proposals in your area and how you can put forward your views on how your area develops.

Your views and comments on the draft SCI are welcomed. If you wish to make a representation you can do so in writing or by email before 5pm on Monday 1st February 2016.

All responses received will be fully considered in the shaping of the final SCI which we will publish in early 2016.
